GST RATE ON OLD CAR

As we know there is margin scheme for old goods and the dealer has to pay tax only on the margin amount. In case of authorised car dealer if he sale old car from his premises, Is he has to pay Compansation Cess also along with 28 GST as applicable to new Car. or only pay 28 on his margin.
