Statutory auditor of a company cannot sign provisional balance sheet as there is threat of independence.

In my view, a Chartered Accountant who is also the statutory auditor of a company may certify/sign provisional financial statements for limited purposes, provided the certificate clearly states that the figures are provisional and unaudited and are based on records and information supplied by management. Care should be taken to avoid issuance of any audit opinion or representation that may imply completion of a statutory audit.

Cannot sign since as per S143 he should report on true and fair view. Then the board should approve the final accounts and not provisional.
