If we are sending goods within 20 km in Punjab(within a city) by non motorised vehicle, I think E way bill is not required.
Am I correct?

Irrespective of distance, when the goods are transported through a non-motorized conveyance,the e-way bill need
not be generated in terms of Rule 138(14) of COST Rules
2017.
