In the context of merging a CA proprietorship firm into a partnership firm where the proprietor CA becomes a partner, the rules regarding CAG (Comptroller and Auditor General) empanelment and tender qualifications usually consider the number of partners in a firm as one of the criteria. However, for a newly admitted partner resulting from such a merger, their eligibility for CAG empanelment or tender marks often depends on the experience and duration of practice of the individual CA.
