Reasons to be attached to FORM NDH-2

What reasons can be justifiable for applying in FORM NDH-2 before ROC ? Reasons and justification if available with anyone ?

NDH-2 Application to MCA for an extension, if not able to add 200 Members within 30 days of first financial year's closure and Regional Director after receiving the application give orders with in 30 days Justification is whether Nidhi company in its first financial year 200 members should be there otherwise apply for extension
