2. Is Part-Time COP holder can become a partner with Full-Time COP holder to form a CA Partnership Firm ?

Just intimate ICAI by writing a letter about conversion of the full time COP to part time COP. After conversion, part time COP holder can become partner in any CA firm and can get share of profit and remuneration, but he cannot do any attest function.
