If it is a pure service contract could be exempt under entry 3 to notification 9/2017-IGST(R)

If not exempt then the rate of tax would be as per entry 10 (under HSN 9966, with driver) or entry 17 (HSN 9973, without driver) of NOtification No.8/2017-IGST R
